Item 1 Academic Committee is a policy-making body that decides the academic principles; assesses the research work of the center and decides the future research direction.

Item 2 The specific functions of the Academic Committee are as follows:
1. to review on the development of annual administration research at home and abroad as soon as possible and explore the trend of the development to decide the long-term planning short-term topics in order to provide guidance for development of the research work of the center, check the launching work and whether the current work keeps the trend of the research in this field. All of these are reported to the Ministry of Education and Nankai University.
2. to annually make a complete assessment or research work of the center (including the development of treatises and topics esp. key topics issued by full-time and part-time research personnel, the construction of the resources of the center, academic exchanges including academic conferences at home and abroad and academic journals) in order to clarify the achievements and shortcomings in that period and the future research direction.
The person in change of the center should provide ample materials for assessment and maintain the achievements and amend the shortcomings for the further development of future work.
3. to examine and approve the key topics and persons in charge of the topic.
4. to assess the achievements of finished key topics to ensure whether it achieves the predetermined goal; to point out the gains and shortcomings and to assess the achievements according to the grade "excellent", "good", "qualified" and "unqualified".
5. to make spot checks on the achievements of the topics and determine their grades.
6. to examine and approve the international academic conferences to be held, and summarize the gain and loss of the conferences.

Item 3 Given the functions mentioned above, the Academic Committee must have broad representativeness, so the members should include famous colleges and universities that own the right to award doctor degree of economics and administration, experts of different ages. Among the five committee members, three are experts of Nankai University, accounting for one fifth of the total committee.

Item 4 In principle, the Academic Committee is to annually hold a plenary session. When provisional problems occur, opinions should be solicited from the committee members by various communication methods.

Item 5 The term of the Academic Committee is three years. At the expiration of the term, the members to be changed should not exceed one third of the total committee in order to maintain the continuity of the work.
